As someone from Portland, the ducks do well because they're Eugene's team. Eugene is a college town 3 hours south. Portland itself doesn't care at all about football. It simply wouldn't work out.

The amount of watering down in talent that occurs adding 8 more teams would be devastating to quite a few teams. The rebuilding process would be even more difficult. Purely greed is the only reason anyone would do this.

I would love to see an European Expansion, inviting the best "soccer teams" in Europe to have their Championship of American Football. The Sport is already quite popular in Germany and England and if the main European Soccer teams agreed to join the competition, it would be a success. A Bayern Munchen fan, a Real Madrid or Barcelona, or Juventus or Milan fans would certainly welcome a competition in which all these teams wouls be represented. Just for simulation purpose, imagine if 32 european teams would be involved in such a tournament: Manchester City, Real Madrid, Bayern Munchen, Liverpool, Roma, PSG, Borussia Dortmund, Chelsea, Inter, Villarreal, Bayer Leverkusen, Manchester United, Barcelona, Benfica, FC Porto, Atletico Madfrid, RB Leipzig, West Ham, Atalanta, Arsenal, Juventus, Milan, Ajax Napoli, Club Brugge, Lazio, Eintracht Frankfurt, Sevilla, Rangers, Feyenoord, Real Sociedad, PSV (these 32 teams are ordered here according to their current UEFA Ranking...). If there was an association of NFL and these teams, what a successful Championship it would be !

RE:Portland Breakers! I was honestly not expecting my hometown inclusion on this list given how you constantly mentioned football culture. In which the PNW most certainly isn't. Biggest drawback, locale. You have to fight three counties to get a stadium installed (Multnomah, Washington, Clark). Kansas City is struggling in this regard currently. But if KC can do it so can we. You'd have to do an outskirts type of deal. Biggest benefit, no rush! The fact we don't have a professional football team (Oregon State and U of Oregon do not count! The others are too far away) means that they once approved take the time you need to build up the stadium instead of doing this we're playing in a college stadium crap. I don't think the people here wouldn't mind continuing to drive to Oregon State for a couple years if they do badly want football. On the topic of, there's been some drumming for an MLB team but the driving force has been largely a minor voice and hardly doing anything getting the ball rolling.
Watering down the talent in the NFL even further isnt a good idea.

I’m sorry, 32 teams is enough. What I think should be done is to have all pre-season games played in other cities. Also a minor league system, similar to baseball, should be set up for the smaller markets.
