There's an effect in which the bedrock looks like it's spinning I think since you don't see it it's the resolution
Moire pattern from the tiling of the bedrock texture and the pixels on your screen, happens with any repeating texture to varying degrees.

Its just a moire pattern its not actually spinning. In this case, the moire effect is due to the same bedrock texture all in a grid, so from distances it looks funky. They fixed this on a few blocks like grass and sand by randomly rotating them.

The resolution must be bad if that's what you think
@@aarontheslime No the bedrock isn't actually spinning, its not intentional. Due to the textures basically being the same pattern on each block it just creates an illusion the bedrocks are spinning. Since the texture hasn't changed and its still noisy in texture it will create stuff like this.
