It is important to remember the third Connecticut, the rural poor towns, especially the small ones. They have almost no opportunities to raise revenue
Very good points. I would suggest looking closely at the Maryland model, revenue and formula, is one to look to. The urban and suburban economic stratification and the concentrations of poverty and disparate impacts on minorities are much more similar to Connecticut than Vermont. The other benefit of the the Maryland model is that the state, without litigation, utilized the APA, the experts who conducted the CCJEF 2005 adequacy cost study. Maryland adopted the findings and mandated an APA update, occurring now, to assess the efficacy of the system and make recommended adjustments. The formula is transparent. (The state actually released the formula, which helps with that).
so do foster kids go to public schools while living in a foster care center? when not in a foster home?
