What is average relaxation on speed limit on Highway and motorway. Is there any margin, like if speed limit is 120, can driver drive upto 140 with margin of 20 km/h?

Use technology, detect overspeeding cars and fine them at exit by showing their video and point where they were overspeeding much better and safer approach. You can't chase a German car that can speed in the range of 200KM/h. Also, I haven't seen someone in fortuner or land cruiser getting fine, even though they drive at 150-200 range mostly.
