    We have rolled back our millage rate at least one time that I can remember in the past. (Knowing what we know now, I think that one could argue if that was really a good thing to do back then.) Considering the future expenses that our city has related to our wastewater treatment plant upgrades (~$100 mil), I think that now is not a good time for promoting what you suggest here. Keeping a constant millage rate seems like the wise choice. …Being a leader and providing good oversight of taxpayer funds means making tough choices in order to keep our city financially sound. Now is not the time to advocate a political strategy based on populism. …Perhaps the Commission could have explained this better, but I think that our residents already understand that rising property values equate to increased taxes. In my opinion, this is not the time to roll back our millage rate…. Thank you. Art Gallo

    • @victoriaforwintersprings
      @victoriaforwintersprings 2 роки тому

      The commission is celebrating that our taxes will not be increasing, however due to property values they are increasing and as a matter of fact, they must send everyone in the city a notice that property values are in fact increasing. Another example of emotional politics. I'd love to meet you by the way! And for the record, I have attended meetings, but each time I am targeted and called out. Not very welcoming environment. That is why I listen live from home and when I am elected will be adding live video to meetings for others who cannot spend 4-6 hours at these meetings.

  • @chumashlax6879
    @chumashlax6879 2 роки тому

    Very nice video production, but there is much more to this story. This development was discussed at various city commission meetings over a long period of time. I know, because I attended the commission meetings and listened to the discussions with interest. I even spoke at some of them during public input. (If you attended any of these meetings, I would have liked to have heard you speak out during the "Public Input", to hear your point of view (especially about the tree removal) and your reasoning for opposing this project at these meetings at the time. I am sure that the Commission would have also liked to have heard your discussion too). There is also an entire “Tree Preservation Narrative” that was submitted as a required part of the developer’s site plan. The developer had to address the requirements as laid out in the city's building codes (as I have explained before elsewhere). Where the developer requested some waivers to our codes, these issues were all discussed and worked through in public at these proceedings. I would recommend that our residents call up the meetings and listen for themselves, as well as read the meeting minutes and see the attachments provided. Better yet, attend these commission meetings in person. ...I also would point out that some of the Blumberg property was donated to the city by the Blumberg family over the years, which probably accounts for their family name on the street sign (you point out) as a “thankyou”. My point is that there is much more to this development than is pointed out in your video, and that I would have liked to have heard your comments at “Public Input” at any one of the many Commission Meetings where this item was discussed. Since the developer followed all the city’s requirements as stipulated in our building codes, had this development been voted down, the city would have opened itself up to a lawsuit that we probably would have lost (my opinion). We need to ensure that our City Building Codes are smartly written to support our vision for future growth (which is family oriented), and I know that our current Commission has been working on this. Thank you. Art Gallo

      Art, I think the biggest thing is that my opponent voted no on the development, but yes to the bulldozing of the trees. Regardless of how you feel about development, our leaders should not be playing games with our emotions. If you vote for the special exception to allow for development to occur, you vote yes on the development. victoriaforwintersprings.com/issues/development-traffic/

    Very nice and interesting discussion, but I think that you are conflating various issues over long periods of time. ...If (and I have not yet been able to validate this by locating the subject permit with SJRWMD), if the city received a permit back in 2007, you need to interview the City Manager and Commissioners from that timeframe to explain what happened IRT Mr. Sibley's claim that the city did not take advantage of the water from this well. ...In reading the letter discussed here, all that I see it documenting is that (1) the SJRWMD has no wellhead associated with this property; (2) There is no agreement on file with SJRWMD between the City and Parkstone; and (3) Parkstone can give access to any entity they desire to this well without SJRWMD approval. The letter provided in this video does NOT state anything about rights to sell this water. This issue is still an unresolved per what was presented in this video, and was also not discussed in this letter. ...The City was (and still is) willing to fund a contractor to perform an analysis of this well but Parkstone refused to allow the City access to their property to perform the required inspections. If there was a reason given for not granting permission, I am not aware of it. All of these requisite discussions are available to listen to, as it was discussed at City Commission Meetings earlier this year. My observation on this issue is that Parkstone seems to be unwilling to work with the City on this matter. In the meantime, the water continues to flow into the lake...Art Gallo

    I just have to speak up here. There are so many things wrong with the information provided to the listeners in this interview that I don't know where to start. Anyone who routinely attends the city commission meetings (or listens to them), knows how highly biased this interview really is. At best, it presents a narrative quite different from reality and demonstrates a total lack of knowledge on what really has transpired in our city. ...For just one example, starting ~2010 the amount of city reclaimed water provided to residents for irrigation was required by SJRWMD (under our Consumptive Use Permit (CUP)) to be increased. This expansion of reclaimed water use was designed to allow the city to reduce its withdrawal of potable water from the aquifer. So as our use of reclaimed water for irrigation expands, our use of potable water would decrease. This expansion of reclaimed water use throughout the city was (and still is) very critical because our CUP license is designed reduce what we are permitted (licensed) to pull from the aquifer each year. As our current city commission worked hard to improve our water, it discovered that our city never followed through on the the water plan that they had actually developed to increase city reclaimed water use. I wish that this interviewer would have asked the former Mayor why that plan was not followed while under his watch. ...The same kind of thing for the other issues presented here: development; inter-local agreement; wastewater plants/Jessup plant; Parkstone water; city talent & experience, etc. Each one of these issues is important, but unfortunately this interview does little to properly educate our residents on the basic facts of each. ...Rather than trust social media (or even me for that matter), I recommend that our residents review the commission audio of all of those meetings for themselves to learn ground truth. Public input at these commission sessions is where your voices will be heard. Come to and actively participate in our city's commission meetings as much as you can. ... I know for a fact that this commission values public input, and has always welcomed it. Thank you. Art Gallo

    • @victoriaforwintersprings

      Art, thanks for your comments. Are you aware of the numerous consent orders that the city has received from their mismanagement of our water? Have you heard them talk about this at all? Please read, victoriaforwintersprings.com/press/.

    • @chumashlax6879
      @chumashlax6879 2 роки тому

      @@victoriaforwintersprings Yes I am aware of the consent orders. I have copies of both. ...Yes, I attend all of the Commission Meetings that I can and I have heard discussions on the consent orders which is what prompted me to get copies of them for myself. The bottom line here is that our waste water treatment plants and related piping are quite old and outdated, and these poor conditions should have been identified to the City Commission long ago. Since these issues were never briefed to any Commission until now, the current Commission must deal with them. I have no recollection of any mayor, city manager, or staff member ever briefing the City Commission on the condition of our aged and outdated plants and the need to create a city plan to have them replaced: until now! These problems long existed and were only recently publicly identified by this City Manager and brought to the attention of our current Commission and our residents. (Another issue that I wish that you would have discussed with Mayor Lacy when you interviewed him.) ...My opinion: the mismanagement happened long ago! Our City leadership should have been briefed on these issues 15-20 years ago. Had they known, I am sure that they would have taken action. Now the poor condition of these old plants has caught up with us. Given the circumstances, is it really any surprise that the plants are in bad shape today and have caused issues? No. The City is working with DEP & SJRWMD, and Veolia is covering the fines as they agreed to do by contract (not the taxpayer). The fine monies are being used to help resolve these issues. ...The City has worked very hard to get good plan in place which really should have been put into place 15-20 years ago given the age and condition of the plants. Our current City Commission/Mayor and City Manager have taken good, positive action to fix the waste water problems that they inherited. ...Lastly, I invite you or anyone to attend and speak at our Commission Meetings during "Public Input" to address the Commission personally so that all of us can hear the open discussion, and debate all sides of the issues. Art Gallo
