Being able to place blocks in a gamemode where they should not be placed (the gamemode itself insinuates that) is obviously bug abusing. His nervous laughing is because he knows he found a bug. When you abuse bugs, you can never know what the outcome will be, that's why you shouldn't do them in the first place. He intentionally abused the bug, that's why the admins had to intervene. Both parties are at fault. No one is free of blame.
