not sure I agree entirely with the boat driver's blame. The fact is everyone there, surfers, swimmers, boats, occupants, etc, are in an unsafe and volatile area so this happening from time to time is unsurprising. If you want to put yourself in that situation, don't expect it to be like lounging in the safety of your backyard pool..
