Also, Roman actually has face animations compared to everyone else, RT pulled the effort to animate Roman's face to smile.

Ok. General James Ironwood dancing is just CURSED as HELL. Given that he's the Headmaster of Atlas Academy AND the General of the Atlas Military, dancing is just something I don't think he'd EVER do, nor have the time to do so. Penny and the Atlas Military Soldiers dancing are actually something I'd see them doing during their downtime. Plus, we all know Penny (being the lovable BEAN that she is) would make their jobs more fun & entertaining when she's around (pause).

If Roman, Cinder, Emerald, and Mercury actually did that in the show, Neo definitely choreographed it. No one can tell me otherwords.
