It's the village fire siren, used to alert the volunteer firefighters of an emergency. While the siren could be used for a tornado warning, there are other sirens around the village for that purpose. Sounding the siren at noon is a tradition in many such communities. Pagers are also used to alert firefighters.

They really do have some cool crossings in Clarksville! I would love to see the Guthrie HWY crossing active but that is pretty rare unless I just stumbled upon a signal maintainer who would activate it for me! Apparently they use mechanical bells as replacements through here also sometimes which is cool to see! Great video
