Good point :) Apparently they are the same, but constructively they are two very different Necks: The upper neck is fatter and has a 7.25" radius like a classic Telecaster from the 50s and has Medium Jumbo frets. The lower neck, on the other hand, is slimmer and faster with a 12" radius and jumbo frets. The electronics are also different: In the upper part, two Handwound magnates are mounted like the classic Telecaster of the 50s, while in the lower part there is a single, but more powerful, Broadcaster style Magnet. The two necks sound different as you can hear, one softer and one more aggressive and with more output. R. Sambora also uses them because he is often forced to play in different keys from those of the original song, so he plays the upper neck for the rhythms by inserting a "mobile cap" while the lower neck tunes it in a different way, thus managing to perform his "iconic" solos without changing the position of the fingers compared to how he played them on the record at a different key. (Often his solos involve strings that sound empty and therefore in this way he always plays in the same position solving the intonation problem).
