It isn't a bug, I stall incendiary shot on the dummy in wars, and then release it on the dummy inside the instance.

@@rs_legos7781 I try to do this and inside the instance it doesn't work. do you play anything else? or just hit the auto-attack?

@@Lawis_RS I was trying this today too and ran into the same issue you did. Some folks at PVM hub helped me out. 1) don't surge after you stall the ability because you'll lose the stall. 2) after you place the dummy, target cycle, then cast smoke cloud and natural instinct in the same tick. This should release your stalled incendiary shot and activate natural instinct at the same time.
