September would be a nice time to visit Tawang/Bomdila. However, it seems there is no chopper service for Bomdila, but you can avail yourself of chopper service for Tawang. The roads will always be open, so you can choose the means as per your and your baby’s convenience.

Abhi tho roads thik hain but monsoon season so anything rain/landslide ho saktai and you might encounter fog on your way. So be cautious!

Nature is unpredictable, but you can generally expect good weather and clear skies at the end of May. Still, I suggest checking the weather forecast before you leave. And if there is heavy rain, you can skip or postpone your plan.
