In my opinion Jessie 100% deserves a spot on this list. Firstly, her base dps is already one of the highest in the game, which by itself already makes her one of the best attackers. Secondly, her classic form ability is arguably one of the best abilities in the entire game, because it not only gives Jessie potentially one of the highest damage output in the game, but it also gives her amazing aoe potential. Lastly, her turret, although not particularly game-breaking, is still a good addition to her kit as it provides additional firepower and tanking for the squad. Her super form ability can also be op in certain mods like one coin chests, doppelgängers, and double trouble, where you will be able to get many turret spells and spam turrets to control a certain area of the map. So yea ultimately i think Jessie should at least be a top 10 character, since her one and only weakness is that she is squishy - but even then Scrappy will be able to act as a distraction for her sometimes.

Where is Mandy? She is so meta in Squad Busters? Her Super deals so much damage, and chains so easily, Cant count the times where i busted an Squad from the other side od the map.

If Mini pekka doesn't become playable when lava world shows up, mortis immediately becomes S tier only because he can recruit mini pekkas

If ur f2p u can’t max out cuz if u have one category maxed out u can’t upgrade other things and even if u don’t upgrade them the game knows that u have enough and won’t give u things from chest
