Im thinking because there is no sound due to the buffer period at the moment she fired, which you can see her finger on the trigger at 15 seconds, that she heard what appeared to be shots and she assumed it was coming from the vehicle. As you hear, it turned out to be firecracker's but i think she either thought they were being fired on or she accidentally sent a shot. If she accidentally fired, then she should face consequences. But they would never be in that situation if they weren't joyriding. There's too much happening in the country right now and it didnt need to have a headline of black teenager's. I have dark tinted windows and there's no way to tell my skin color without my windows being down. It can be just a mistake. Not everything is racially motivated
