What about the decay in the future? As a past ISA Certified Arborist in Minnesota, bolting was discussed and cautioned against. As time passes, the bolt inside the tree is sitting in a pocket of decay, with minimal holding power. All I can say is liability.
We typically use this a a last resort for people not quite ready to get rid of a tree for whatever reason. In my professional opinion I’ve seen trees compartmentalize completely over rods and cables for that matter. This is why it’s important to ask your arborist like he said if your tree is a good candidate for this. Certain species will benefit for than others from this certainly.
Some of those reduction cuts are way to large
I kinda feel like this might be unproven technology. And a little on the snake oil aide of tree care i could be wrong wouldn't be the first time.

We use compressed air to make the holes, so the roots don't get damaged.

Depends on the type of bark the tree has. Thin bark? No. Thick bark? Yea
Can i use that in Vegetable garden?.
I agree, the system is good but far from ideal. Soil, silt and clay will eventually enter and clog the holes in the pipes. Plus the air supply is passive and this must also be taken into account Let's take the option when soil water is high (and there are such cases in practice) - how to remove water?

How do you deal with soil washing into the tubes from the surface? Do you need to auger them out periodically or does it not affect their effectiveness?
Butchery. A healthy tree like that one shouldn't need any pruning at all, tipping off and reducing the canopy only result in long term problems, like overweight in the branches extremes that result in heavy branches broking off. That tree from now on will need constant pruning to avoid it from completely decaying and breaking itself from all places.
