It’s a bearing. When the valve goes up and down, it spins a little every time. That gives a place for the valve spring to rotate without scaring the head.

It's called a valve guide seal installation. With faulty valve seals you will leave a trail of smoke wherever you go. If you work on heads you must put new valve seals in because they can get brittle in a hurry.

Did you try using a welder to extract the broken bolts/studs ? I have good luck doing it. Can’t remember the last time I had to use the drill
Yes By the way, we extracted the rest of the screws and welded them. This part is very old and the surface of the part was cut much lower.
@@G_isuzuI mean use a welder to weld onto the broken stud and build it up so you can either vice grip the weld or weld a nut onto it to turn out the remaining broken stud/bolt.
