Maybe you should know a little bit more about ATC before firing on the controllers, no? I would recommend reading ICAO Doc. 4444 (section 7.1) and the Annex 2 to the Chicago Convention (section regarding responsability of the pilot-in-command), then you could have a real (and informed) opinion...
Sure, if they were out of fuel, but they were not.20 minutes of flight time would of provided multiple options with safe landing conditions. There was no excuse for attempting that landing other than incompetence.
Pilot and co-pilot need to be fired for attempting this landing. Air tower supervisor who authorized landing with these cross-winds, is begging to be fired. Complacancy is in control here.

Judgine by the wind it must have been a huge storm, not just localized to this airport. All airports around might have been as windy.
