This guy seems to be doing some kind of inspection, he says at about 2:55 «не доварили» which translates to “they forgot to slightly weld this bit” Quite clear to me that the reason he is taking a video is to make note of how ridiculous this place is… almost makes a joke out of how bad it looks

Ballast tanks are meant to be routinely inspected and maintained, I can remember always preparing, chipping and painting ballast tanks, the corrosion here is horrific. I would hazard a guess that sacrificial anodes were non existant or not replaced either.
