Minor historical correction: there were actually lots of wind tunnels by the 1920s. In fact the first wind tunnels started being made in the late 1800s. In fact the Wright brothers used a wind tunnel to develop their aircraft! Cheers from a fellow wind tunnel test engineer

This is called Cherenkov radiation. A phenomenon in which the charged particles from the fuel travel faster than the light can in water, this is what causes the blue glow and is totally normal.
It's Cherenkov radiation. When beta particles break the speed of light in the medium they are in (the water), they emit light. It's the electromagnetic equivalent of a sonic boom. I've taught at this reactor. It's pretty cool. You can try to get a tour if you contact the department.

NC state had the first University reactor of any university as far as I’m aware. Back in the 1970s I think. But this is their third reactor
I went there for 4 years in the Engineering school. I literally cannot beleive this was never discussed....

If the water is cleaner than what you drink, it means that it has no useful minerals in it, meaning its more harmful than useful to drink it
