100% legal to honk at police. They are motorists just like anyone else. And like anyone else they to must obey all traffic laws. Including having to yield to traffic that has the right of way. They of course have the ability to break certain traffic laws when responding to an emergency though, but at a minimum the lights have to be activated. And when responding to an emergency, they still have to drive in a manner that does not endanger other motorists or pedestrians, and this includes yielding if they have to.
