It's Emily's equivalent to Corvo's mind possession which needs an animal medium to achieve it. The thing is, shadow walk can't be used underwater unlike Corvo's who can possess fishes. Try both powers at the Addermire's front pond after you step out off the carriage. The pond will lead to the kitchen sink close to the Security Tower (just outside) that you have to disable for extraction.
