Bottom line its a free country. if a man wants to go swimming then go swimming. If some kid goes out there that's not his fault, that's the parents fault for not training the child properly. Just another example of government overreach. Where I'm from we go tubing down the river when it's flooding violently. However we've been doing it for decades and we know what we're doing. It's all about being aware of the situation you're in you can't handle it don't do it if you can go for it. That's the American thing.
