It's hard to do student-centred during this pandemic. I need help and ideas so badly

I don't agree more that skimming and scanning should lie in the pre reading stage, rather they should be used at the beginning of the while reading stage. As you said, pre reading stage is devoted to building student's interest in the topic and make predictions about the text they will read in the while reading stage, which simply deals with text itself.
