I think the issue with fezan is the uncolonized land

For Fezzan you just need to colonize the rest of the provinces, whats holding you back is areas that you and your vassal dont hold

Maybe consolidate Sardinia, and get a foothold on Sicily for your eventual fight against Rome. Is there any way you can circumvent that mission that has a fort in china? I feel that’s an acceptable use of console commands.

Is there a bonus for letting army experience sit?

For that mission that is stuck you should just build the first two forts and a third in your territory and then go into the debug menu and auto complete the mission. it sucks for the series to lose out on 1/3 of the mission tree from a bug and i dont think anyone watching will be mad that you built a third fort in your country instead of china or just ignoring it. Paradox games are buggy and dont let that take out fun content from the series.

it might be a good idea to focus a little bit on innovations and advances that improve loyalty of characters and generals. Bribes help but they often make the characters more powerful and less loyal later.

I know, its late. However a tip for the future, when starting as a low count like this, marry your courtiers, and make sure for women to have it matrilineal. You can get some decent starting courtiers this way for no cost

Honestly, you struck a pretty good peace deal there. Pone thing I would've tried for was take at least one side of the straights of Gibraltar, but that wasn't likely. It was a good idea to rid Rome of almost all expansion opportunities in Africa by taking all lands Carthage owns directly outside of the single area they already have territories in, it remains relatively easy (vassal and further expansion towards the Mauretanian coast notwithstanding) to get those lands off of Rome, maybe even diplomatically (one can only hope).
