Переговоры между собственниками безрезультатно продолжались до лета. 2 июня около 300 жителей Пикалево на семь часов блокировали федеральную трассу А114 Санкт-Петербург--Вологда, требуя возобновить работу цементного производства и выплатить долги по зарплате. Образовалась пробка длиной более 400 км. 4 июня в Пикалево прибыл премьер-министр Владимир Путин, в присутствии которого Олег Дерипаска подписал с собственниками "Пикалевского цемента" и "Метахима" договор о поставках сырья, позволивший восстановить работу производственного комплекса. В декабре 2009 года на совещании под руководством вице-премьера Игоря Сечина собственники всех градообразующих предприятий и "Апатита" подписали долгосрочные контракты на ценовых условиях, согласованных с ФАС. В ноябре 2010 года из федерального бюджета было выделено 532 млн руб. на комплексный инвестиционный план развития Пикалево, предусматривающий строительство предприятия по переработке нефелиновых шламов, ряда социальных объектов и улучшение транспортной инфраструктуры.
