You should set a low threshold that connects extra power and a high threshold that reconnects the power. You can for example set to turn on extra power (connect) when the accumulator charge gets down to 30% and then only let it turn off extra power (disconnect) again when it reaches 70% or 100%, something like that. You'll need a bit of circuitry with a memory cell (a latch or a flip flop) and it can happen that it still connects and disconnects a lot, but at least it won't be at a 30Hz rate.

Your intro makes me wonder... is there any info from the Space Exploration maker if the mod is continued when Space Age is released? On one hand vanilla will have space then, but think the mod is still way larger then vanilla will be, so maybe it will integrate the new vanilla features and build on it? Or maybe Space Exploration 2? Wonder if dev of the mod has said anything on that topic. Don't know where that info could be found.

the problem with the filter inserters can be avoided with a 2nd circuit system which counterchecks if the item is needed and available so you can get to a negative value what you requested and it doesnt deadlock
