HV withstand test is done by injecting the mentioned high voltage between the meter terminals ( jumpered/shorted) and non current carrying metallic part (frame, body, Etc) for a duration of 1 minute. The meter is OK in case of no damage. Higher the withstand voltage higher the cost.
