It's just the noise of people talking at a close by station further along the tunnel. The sound of this is carried down the tunnel. And that rumbling sound is of a train. None of this is scary, spooky, or paranormal. It's just the sound of daily London during the daytime. That said, the London Underground is considerably haunted, with several stations being 'paranormal hotspots'. But in the case of this video clip, it's just the sound of peoples' voices at another station (while waiting for a train) that's being carried down the tunnel.
