I caught one. Use bombs to explode the guy at the very bottom who charges you then you can catch Tim :)

this one took me a while too. go to right before the coral reef with the explorer hat. drop your bait right down to the bottom of the cave. voila, there it is. bring a lightbulb and a few bombs to scare off any fish on the way down and bulbeaters once you get there (you need bomb stack and detonator for this unless you only want 1 bomb in which case only detonator is needed)
its a bit tricky, get some bombs, like 4 or 5 then go to the edge of the map or somewhere near it if you have atleast 1 bomb whe you see the rocks make sure to not accidentay detoate it cause theres a fish near the phase, if that fish is gone and if you see a red or blue fish. Chase after it if it matches with the other coor you can catch it. if you made it this far annd catched the phase, gud joob1
