As school bus drivers we do our test with CHP and we are timed on our pre trip

This is new to my but why a chp??why do I have to do a pre trip with a Chp and not with DMV instructor??? And why does he tell you your time start now ?? Shouldn’t your time start when u feel comfortable and it start and begain when you are ready
