Most people still own DS systems from a decade ago.. there were still releases for regular DS long past the 3DS and even a couple past the NEW 3DS. Even gen 7 with the best portable DS system could not handle taking on a processor like the Tegra X1 which is literally a CPU built with Nvidia CUDA cores on the same die. That is how it stays portable and still plays games at PS4 level graphics. Just because there is an optimization glitch means nothing about the graphics generated for S/V which are objectively the best we have seen for pokemon including sw/sh.

Pokemon type effectiveness multipliers are just that, multipliers. In the Empoleon case, with a fire move, the damage would be multiplied by 2 for the steel typing but ALSO divided by 2 for the water portion. This means the net effect of the multiplier is nothing and fire hits Empoleon like a normal move.
