Im not on either side of the Crolweys fault vs Aziraphales fault for the last scene. Both of them have issues that need sorting. Aziraphale quite clearly has religious trauma with heaven and may not know how to approach any feeling he may have for crowley. Crowley has only just realised how obvious his love is and knows no other ways of expressing it. They both just need to sit down and have a nice chat and then snuggle for 89 minutes of the film
