I have heard that the active ingredient in this stuff is some sort of fluid that’s commonly associated with the process of film developing.

seeing as it reacts with light to change colour, the chemical formula will be something similar to 'giant hogweed' in the sense that if you touch the stuff nothing happens but as soon as you reveal the place you touch it to sunlight it creates a Second-degree burns affect both the outer and underlying layer of skin. They cause pain, redness, swelling, and blistering. SO i assume if its washed off before it gets light sensitive it probably just washes away.

so if a cop were to see you your not really changing the color of the surface then and there so i wonder what they would do
They could still detain you and most likely would they’d claim you are using harmful chemicals therefore damaging the property and putting people at risk. Then once it charges colors it a wrap for you. Also the way it looks when first done you could shine a flashlight on it and read it even while it has changed colors yet. Therefore if you’re known in your city from getting up a lot the cop who catches you in the act would know who you are and be able to place you under arrest. Now this would be good for other reasons… like if you hit a bunch of spots and someone drives by or walks by at a distance wouldn’t notice it also even if someone saw you doing it from a distance they might think you’re not doing anything illegal because it’s invisible. But if an actual cop sees you then it’s very possible that you will still get stopped and at the very least questioned. I wonder if this stuff buffs off easy of is it permanent
