That can, and must likely is, condensation of sweat… when the outermost layer of fabric, which is not Gore Tex, got wet, it close up the micro pores of GoreTex and completely takes out the breathability. It’s easy to test if it’s the Gore Tex failure: make a bowl out of the close and put water on it, wait for 30min, use tissue wipe the other side.
