Sollen is German for "should", so the literal meaning could mean "should quicken". However, "quicken" is also a German word for "revitalise", so it could be "Should revitalise" maybe? I'm not sure what context this could be in right now. Like you, I try to avoid the news, it isn't news anymore, but propaganda, as you say.
