Why didn't CSX allow their tracks to be used?
The expense it would have cost the PRRM was definitely not worth it. The boxcar was already off of the tracks when it was donated to them. It makes sense to do it the way you said, but the price would have been extremely high. They would have had to construct an entire spur off of a mainline, too.
