This is similar to legal loopholes that people exploit for their own gain. However, even if it is 'legal', it is clearly immoral. Similarly, even though pause buffering is technically 'legitimate' in the game's features, it is in reality cheating because of how much easier it makes the game. Now pause buffering alone is not bad, it's only bad if you beat a level by pause buffering without admitting that you pause buffered it.

I wouldn't call pause buffering cheating per se, but it's fair to say that pausing makes beating the level easier. So whilst pausing is not an unfair advantage as everyone has access to it, someone who doesn't pause has the most legitimacy in beating the level.
