For everyone who is unable to complete the quest, there are candles on the second floor too, in the same corridor as the bathing quarters, at the bottom. Light the 1nd floor candles, and then the top ones (2nd floor)

go to the 2cbd floor find a candle thing and click it a few times

you could find it in your left when you come into spawn then turn your right and see a hall of candles @@cnaxry
