Did you calibrate your hygrometer to make sure it's giving you accurate readings? We recommend re-calibrating hygrometers every six months. Typically it will take 1-2 weeks to stabilize the humidity level around 50% in your guitar case. For higher humidity levels (60-65% +) I would recommend our specialty Boveda for Humid Climates (high absorbency AKA HA packs). @@GameraS2K - That makes perfect sense, otherwise the humidity provided would escape into the room. Some people even use weather stripping or a bead of hot glue to make a better seal on their hard case.
