Why is the black frame so big around the stereo ?

I have a 95 Tbird 4.6 and it has a port there like you showed. I bought an OBDI reader and it would not plug into it. I then bought an OBDII reader and it won't plug in either. I have heard it was for a Ford dealership reader. I went to a local Ford dealer and they told me they threw those away years ago. What can I do?
