I saw a couple of disturbing videos from England on this same subject. 1) Guy was leaning over the edge of the station platform trying to get pictures of an oncoming steam train. He stepped back at literally the last second, and was nearly bowled over by the blast of air from the train. 2) Another steam train was ordered to proceed through a prime rural filming location at 10 mph instead of at track speed because of trespassers (who had to have climbed a fence) reported earlier at that location. Needless to say, a lot of railfans were unhappy about that.

Not observing the 25' distance rule the UP steam crew put out.
