this happened once when i was nine. it lasted for two days.
I can't quite remember the exact reason, but did you know the reason he doesn't turn his head is because the cowl that he's wearing is one fixed piece and either it would rip if he turned his head or it is quite literally too hard to move his neck. The cowl was basically a (in lack of better terms) neck brace.
To add to that, in the sequel, the costume dept actually made a cowl that could turn and Michael Keaton said to immobilize it like the first movie bc of the iconic movement when batman looks around
