E T Sibomana was a Burundian pastor in the mid twentieth century, I think. He wrote the hymn in his own tongue and it was later translated into English by a missionary.
Ray Tolley, I've been exploring this a bit online. Have you been able to find out what is the name of the person (pastor?) who actually composed the tune?
