Logically if you follow the story i went to the real estate office and the bar where he and his friend drinks because those are the two places where he do his business and has people he talks to on a daily basis. Even i went to the empty lot to see if that one hand guy was there but going to this place comes out of nowhere. They don't give us any hint about this. This is not even a puzzle they just had to put a icon on the map and that's it. This genuinely made me want to drop this game
