This scene really shows the audience how Castor Troy systematically brought Sean Archer into his world. Surrounded by a drug kingpin/terrorist (the guy who made fun of Michael's death) Criminals, taking ecstasy pills, and drinking. That is not Archer's world. His world is locking guys like this and being a honorable FBI agent. Yes Castor is laughing, in the scene prior to this, but he's really laughing at how low down and heartless these criminals are. That's why I didn't give two shits when Dietrich got popped in the neck. Dude was a lowlife. Just look at how Castor used the FBI to infiltrate Dietrich's hideout putting he and Sasha's son 's life at risk.
