When Bunjee was controlling halo they were leaning heavily towards the storyline that Humanity was Forerunner and that all the rings were created by humanity only to send us into the stone age flood-free. That would mean that all the forerunners the covenant worship as gods were human and that they had fucked with the descendents of their gods. It would have made places like the ark much more astounding and the sequence of the Arbiter and Chief blowing the whole place up more impactful.
