I am French and this is not so much about being French as it is about living in an urban environment. You see chic women in New York, Chicago, San Francisco,etc. If you live in the country, dressing up is not so much in the ordre du jour. You do dress up however if you go to Paris. and even now, not so much as it is seen as very bourgeois.
