The paper is not stretched but if you use 140lb I do recommend stretching it. When I use 300lb I do not need to stretch it. Results can vary tremendously according to the make of paper and whether Rough/pressed/cold pressed. You will get best results with Rough textured paper. I also recommend Arches as this sized just the right amount so the pigments Slowly bleed into the paper giving you time to work the washes. It is more expensive but worth be it. 300lb Rough Arches is my go to paper. Try it you will do much better. I hope this helps.
