The marines stop activating the weapon because they thought the passkey was destroyed and it gave the necessary time for the Strawhats to escape to the sea. They only noticed it wasn't the passkey after they interrogate the girl and the Strawhats were out of the firing range already. Her fan letter didn't reached Nami but somehow it made a huge difference for Nami and the Strawhats.
