You can use the rb3011 for other services but it does not come with a Wlan interface and i think that will not help with this configuration in mind.

Well I think this app is to basically give you information regarding cellular towers around you with coordinates. For military purposes I sincerely do not have any idea. Unless the spying activity is done through the usage of the APP. And sincerely I doubt that the APP developer did it for spying purposes nor military.

Puede ser que de ubicacion de torres falsas o de otra cosa? una vez lei en youtube de un usuario que dijo que son torres escondidas y me pregunto como transmiten? por satelite o megaimpulsos espejos de una gran antena hacia toda una avenida/barrio? O simplemente es un error? Si se que hay otra aplicacion Nperf marca donde hay mas señal y coincide en cierta forma en que de alguna torre se alimentan de 4G Claro/Movistar

Yes it's possible but you would have to check the wattage and voltage of the power bank if the device will support though I have not tried that yet. But I guess it should work since it's another means of providing power to the device..
